The participation target is 15,000 runners. The organisers describe it as an attempt to set a Vietnamese record for the largest number of athletes.

The venue is Vinhomes Global Gate Ha Long, a project of more than 6,200 hectares belonging to Vingroup, presented alongside the ISO 37125 urban-planning standard and a Net Zero orientation. The course is described as flat, wide, with few bends, controlled traffic, running along the coastal road beside Ha Long Bay.
